Texas Replaced County VINELink
Texas IVSS-Counties replaced county VINE/VINELink on September 1, 2025. The Attorney General says prior registrations migrated. Returning users update their passwords and contact preferences. Hemphill participation must still be checked in the live portal because the static research did not establish enrollment for every county.
IVSS-Counties can report booking or release, court-event changes, death, escape, and transfer to TDCJ. It can send telephone, text, and email notices. The separate TDCJ IVSS covers people in state prison or on parole or mandatory supervision. Neither system covers BOP custody, ICE detention, or USMS custody.
Search One Hemphill County Person
Use enough identifying detail to avoid a same-name match. IVSS-Counties accepts a full or partial name, DOC ID, SID, Jail ID, or permanent booking number. Its suggested partial query uses at least the first three letters of first and last names separated by a space.

- Open the matching record and note the exact status, system, location, and check date.
- If no result appears, contact HCSO and request the booking and release record.
“Unknown/Undisclosed” location can reflect a pending court case. A no-result does not establish release because people no longer in custody may disappear from portal search. The Hemphill County released-inmate search supplies the full fallback chain.
Hemphill IVSS Release Information
A saved event notification is stronger than a later empty search, but IVSS states that portal material is not an official record. Preserve the message with its date and then ask HCSO for the release date, time, and disposition type.

The captured screen supports account and contact preferences. It does not instruct new users to set a four-digit call-confirmation PIN.
Confirm Hemphill IVSS Alerts
For a Hemphill County Jail event, call HCSO at 806-323-5326 and request the release record. Ask whether the exit was to the community or to another custodian. Match a bond, judgment, dismissal, or order through the combined County and District Clerk when legal context is needed.
For a TDCJ prisoner, use the TDCJ search for current sentence information and TDCJ IVSS for state custody, parole, or mandatory-supervision notices. Projected, eligible, scheduled, and actual release are different labels. For federal cases, use the BOP locator or federal docket. ICE ODLS has separate coverage and retention limits.
Texas VINELink Transition for Hemphill
The Texas Attorney General transition notice documents the move from VINE to IVSS-Counties.
This change is the distinctive local-layer issue for any page still carrying “VINELink” in its familiar title. Old instructions describing Advanced Release notices within fourteen days or PIN-confirmed calls are historical, not current registration directions.

TDCJ IVSS for State Releases
A person transferred from Hemphill County Jail to TDCJ was not released to the community. Search the TDCJ system by TDCJ number, SID, or accurate name, then use the separate IVSS portal for custody, parole, mandatory supervision, and discharge notices.
The TDCJ IVSS portal supports that state-specific route.
TDCJ notifications may include eligibility, Board decisions, bench-warrant movement, prison release, and discharge. An approval or eligibility event is not physical-release proof. Ask TDCJ or the Parole Division for the actual date and status.
Choose the Hemphill Custody System
The last custodian determines the proper notification and confirmation path. Mixing systems produces the most common release errors.

A county release to TDCJ or ICE is a transfer. A TDCJ parole event means physical release from prison with sentence supervision still active. Discharge is a later end point.
Pair Hemphill Alerts With HCSO
A county alert should prompt a record request. Ask HCSO for booking number, release date and time, disposition code, releasing authority, and any public transfer destination. A release notice does not by itself explain whether the person entered the community, went to another county, or transferred to a state or federal custodian.
When bond is involved, the combined County and District Clerk can provide the order and docket. The County Clerk side handles county or misdemeanor files, while the District Clerk side handles felony or district causes. A court event should not be converted into a physical release time. HCSO supplies that timestamp.
If the name disappears from Kologik, IVSS may also stop returning it. Preserve any event message and note when each system was checked. That trail is stronger than an empty-result screenshot.
Read TDCJ Release Terms Exactly
TDCJ uses several labels. Projected Release Date is a calculation. Parole Eligibility Date marks a possible review point. Scheduled Release date and location appear once plans are finalized, but can change. Actual release, parole, mandatory supervision, and discharge describe later events.
TDCJ IVSS may report eligibility, a Board decision, bench-warrant movement, release, or discharge. These are not synonyms. A favorable vote can require a program or future month and does not prove prison staff completed release. Mandatory supervision is supervised release, while discharge ends the sentence.
For a former state prisoner absent from the current-sentence search, request incarceration and release history from TDCJ. The Parole Division can provide focused public information about supervision, release date, supervising office, warrant status, or discharge, subject to policy and law.
Federal Releases Bypass Hemphill IVSS
The BOP locator can display “Released” or “Not in BOP Custody” with a date. That establishes only an exit from BOP custody. The person may remain in another jurisdiction or under federal supervision. Compare the federal docket when basis or timing matters.
ICE ODLS is separate. It can include current ICE custody and some people released within a limited period, while minors, protected cases, and delayed data can be absent. A Hemphill jail handoff on an ICE detainer is a transfer. USMS has no comparable public historical release locator, so a federal court record or focused request may be needed.
One notification portal cannot answer every Hemphill release question. Identify the last custodian, then use its system.
A saved alert should retain its source, date, event wording, and the record identifier shown. Do not shorten “transfer to TDCJ” to “released” or treat “no longer in custody” as proof that all custody ended. If an alert conflicts with a live roster, contact the reporting agency. Data entry can lag, and two systems may describe different custody episodes.

Contact services can help with registration or delivery preferences, but the jail, TDCJ records office, court, BOP, or ICE remains the source for an official event record.
IVSS contact preferences matter. The county system can use text, telephone, and email and offers preferred hours or blackout settings. Keep the registration confirmation. A missed call or filtered email does not prove no event occurred. Review preferences and ask the custodian when status remains unclear.
Registration may stay active if a person returns to custody after release. That feature does not turn a later empty search into a historical record. Preserve the original notice and use HCSO's written response for the local date and disposition. If no alert was active before release, request the record instead of inferring an event from absence.
The DPS sex-offender registry is not a substitute for IVSS or a general released-person index. It applies only to people with a statutory registration duty. Registry status and address verification do not establish when Hemphill County Jail released someone. Pair any custody statement with the originating agency record.
When multiple names match, do not choose by name alone. Compare a known DOC ID, SID, jail ID, booking number, age, custody system, court, and county. If the available identifiers are too thin, contact the agency rather than attaching an alert to the wrong person.
A notification method can fail while the underlying event still occurs. Keep telephone and email details current, review blackout preferences, and save confirmation data. The official agency record remains the final source even when the portal delivered a prompt and accurate alert.
